He plugged it in and the red light was flashing. It will not charge in this mode.

You must first sync. Once you sync it the red light will stay on continuously. Now it is really charging.

Hope this helps. I have just purchased 3 of these Wii controls all having the same issue as described here. After some intense investigation, I found the rechargeable lithium-ion batteries had discharged beyond minimal charge capacity as a result of age of stock. The easiest solution would be to pull the battery out of the control and using a specially designed charger/power supply, put about 2-3 minutes worth of charge at 4.5-5.0v (any higher and/or longer than this will cause permanent damage to the battery). After putting the initial charge into the battery, reassemble the control and follow the instructions that came with it like you just pulled it out of the packaging.

Turn on the Wii, there's a small cover below the DVD drive that you flip down, (This is also the spot where your SD Memory card can go) There's the red button. Open the battery area of the 2nd Wii remote. You'll see a small red button.

Press both the red button the Wii Console & the Wii remote. Then it should turn on & Sync. Once that's done, start the game.
